Lok Sabha Passes Online Gaming Regulation Bill 2025 : The Lok Sabha has passed the Online Gaming Promotion and Regulation Bill, 2025, marking a historic shift in India’s digital policy. The bill seeks to differentiate between online formats that promote skill, learning, and recreation, and those that cause social and financial harm.

Under the new law, e-sports and social games will be recognised and promoted, while real money gaming formats involving betting and wagering have been banned. The government stated that the move prioritises public welfare and family safety over industry profits.

Why the Ban on Real Money Games?

According to the Ministry of Electronics and Information Technology (MeitY), Indians are losing over ₹20,000 crore annually to real money gaming platforms, leading to widespread financial distress and even cases of suicide. While the sector has created thousands of jobs, officials argue that the losses suffered by 45 crore users and their families outweigh industry gains.

Industry leaders, however, expressed concern, pointing out that they already contribute over ₹20,000 crore in taxes annually. The ban, they say, will reduce both earnings and employment.

Revenue vs Public Welfare

The government acknowledged that the ban will lead to significant revenue losses. After the GST Council imposed a 28% tax in 2023, collections from online gaming jumped by over 400%, from ₹1,349 crore to ₹6,909 crore in just six months. Despite this, officials insisted that minimising societal harm is more important than revenue collection.

“Safety of middle-class families is our top priority. We chose welfare over profits,” a senior official explained.


Key Provisions of the Bill

The Online Gaming Promotion and Regulation Bill, 2025 has introduced a three-part framework:

  1. E-Sports – Recognised as legitimate competitive sports, at par with cricket, football, and hockey. Training academies, research centres, and government-backed schemes will support its growth.
  2. Social & Educational Games – Casual, cultural, or learning-based games will be promoted for their educational and recreational value.
  3. Real Money Games – All formats involving wagers or betting are banned due to financial and social risks.

The bill also prescribes strict penalties:

  • Operators of banned games can face up to three years in prison and fines up to ₹1 crore.
  • Celebrities or influencers promoting such platforms may face two years in prison and fines up to ₹50 lakh.
  • Banks and payment gateways will be prohibited from processing transactions for banned platforms.

A New Era for E-Sports in India

For the first time, e-sports will get legal recognition in India. The government plans to integrate them into broader sports policy, establish training academies, and incentivise participation.

With e-sports already included in the Asian Games and the first Olympic E-Sports Games set for 2027 in Riyadh, India is positioning itself to become a global player in the competitive gaming industry. Officials believe e-sports can promote strategy, teamwork, and critical thinking, making it a valuable part of the digital economy.

“We are recognising what is useful, giving it legal status and support. What is harmful is now banned.”

The passage of this bill is expected to reshape India’s online gaming ecosystem—promoting healthy digital recreation while curbing addiction and financial exploitation.
