Rashtriya Raksha University Recognised as Institute of National Importance: Expansion Across States
Rashtriya Raksha University : The Government of India has officially recognised the Rashtriya Raksha University (RRU) as an Institute of National Importance through an Act of Parliament, which came into effect on October 1, 2020. The announcement was made in the Rajya Sabha by Minister of State for Home Affairs, Nityanand Rai, in response to a query regarding the establishment of police universities in the country.
Rashtriya Raksha University: A Centre of Excellence in Security and Policing
The National Defence University is envisioned as a premier institution dedicated to high-level education, research, and training in internal security and policing. Its academic and research focus spans multiple critical areas such as:
- Policing and Security – Coastal policing, law enforcement, and criminal justice.
- Cybersecurity and Artificial Intelligence – AI applications in cyber defence, tackling cybercrime, and safeguarding internal security.
- Public Safety and Social Inclusion – Strengthening citizenship ideals and providing citizen-centric services with emphasis on women, vulnerable groups, and minorities.
Expansion Across States
In a major step towards strengthening India’s security framework, the university has expanded its campuses to Gujarat, Arunachal Pradesh, Uttar Pradesh, Madhya Pradesh, Karnataka, and Puducherry. To further its objectives, RRU has also signed Memorandums of Understanding (MoUs) with various law enforcement agencies, Central Armed Police Forces, and the Bureau of Police Research and Development (BPR&D) to enhance training, innovation, and field-level applications.
Government Initiatives in Left Wing Extremism (LWE) Affected Areas
Alongside strengthening security institutions, the Centre continues to address Left Wing Extremism (LWE) challenges. In a written reply, Nityanand Rai revealed that the Ministry of Home Affairs (MHA) has identified Latehar and West Singhbhum districts of Jharkhand as LWE-affected regions.
Over the past five years, the Centre has allocated ₹936.50 crore to Jharkhand under three flagship schemes:
- Security Related Expenditure (SRE) Scheme
- Special Central Assistance (SCA) Scheme
- Special Infrastructure Scheme (SIS)
Key Achievements in LWE-Affected Districts
- Road Connectivity: Construction of 2,927 km of new roads.
- Telecom Infrastructure: Commissioning of 1,589 mobile towers to improve connectivity.
- Financial Inclusion: Establishment of 1,240 post offices, 349 bank branches, and 352 ATMs in remote regions.
- Skill Development & Education: Setting up of 16 Industrial Training Institutes (ITIs), 20 Skill Development Centres, and 47 Eklavya Model Residential Schools (EMRS) for tribal and rural youth.
To ensure transparency and effective utilisation of funds, the Centre has also put in place monitoring mechanisms through central-level committees, including the SRE Standing Committee, Project Sanctioning Committee for SIS, and Central Level Committee for SCA Scheme.
