Rohini Court Bar Association : New Delhi, July 19, 2025 — In a significant move to curb misrepresentation and maintain the professional sanctity of the legal profession, the Rohini Court Bar Association has issued a notice prohibiting non-lawyers—including clerks, litigants, and members of the general public—from wearing white shirts and black trousers within the court premises.
The decision, formalized in a circular released on July 15, aims to prevent brokers and unauthorized individuals from impersonating lawyers or their clerks—an issue that has reportedly caused confusion and exploitation among innocent and often uneducated litigants.

Why This Dress Ban?
The white shirt and black trousers combination is part of the traditional court attire for advocates across India and is widely recognized as a symbol of legal authority and professionalism. However, in recent times, this attire has allegedly been misused by unauthorized individuals posing as advocates or their aides to defraud or mislead litigants.
The association stated that the attire is henceforth exclusively reserved for registered lawyers as a matter of professional identity and discipline.
Background: ID Card Mandate for Clerks
This new dress code regulation comes just a day after the July 14 notice from the Bar Association, which made it mandatory for all lawyers’ clerks to carry an authorized ID card issued by the Bar Association.
The notice stated:
“It has come to the notice of the Executive Committee of the Association through several complaints from respected members of the Bar, the general public, and litigants that several brokers are misrepresenting themselves as official lawyers or lawyers’ clerks. These people are misleading and cheating uneducated litigants on false pretexts.”
The Bar Association emphasized that such impersonation not only affects public trust in the judicial process but also creates chaos and delays in court proceedings.
Enforcement and Compliance
Authorities have indicated that security personnel and court administration staff will be instructed to enforce the dress code. Any non-lawyer seen wearing black and white attire resembling that of an advocate will be asked to change or may be removed from the court premises to avoid confusion or deliberate misrepresentation.

This measure has been welcomed by many legal professionals as a necessary and timely intervention. Legal experts believe that such rules help uphold the integrity of the judiciary and ensure that vulnerable litigants—especially those who are uneducated or visiting courts for the first time—are not exploited.

“It’s not about fashion. It’s about protecting the professional identity of advocates and ensuring public safety inside the court premises. This step is not restrictive but protective.”
