What is One Nation, One Election? The ‘One Nation, One Election’ plan was approved by the Union Cabinet on Thursday and now the draft bills will be introduced in Parliament. Sources say the bill may be introduced in the ongoing winter session of Parliament.
The decision was taken at a Cabinet meeting chaired by Prime Minister Narendra Modi.
The government is keen to have extensive consultations on the bills that are likely to be referred to a parliamentary committee.
The government is also keen to consult speakers of various state assemblies through the committee.
Taking forward its ‘One Nation, One Election’ plan, the government accepted the recommendations of a high-level committee to hold simultaneous elections to the Lok Sabha, state assemblies and local bodies in a phased manner in September.
The committee, headed by former President Ram Nath Kovind, made 11 recommendations after an effort to build a nationwide consensus.

- It suggests introduction of Article 324A to conduct simultaneous elections to Panchayats and Municipalities and proposes amendment to Article 325 to create a unified voter list and photo identity card for all elections.
- Fresh elections will be held in case of loss of majority in the House or a no-confidence motion, but the term of the newly elected House will be extended only till the next general election.
- In the initial phase, elections to Lok Sabha and State Assemblies will be held simultaneously. In the second phase, municipal and panchayat elections will be held within 100 days of the state and Lok Sabha elections.
- The Committee advocates holding fresh elections in case of loss of majority in the House or a no-confidence motion. The newly elected Lok Sabha will complete the remaining term of the previous Lok Sabha, while the State Assemblies will continue till the term of the Lok Sabha expires, unless they are dissolved earlier.
